This is the mechanic's report:

THE VAN HAS NUMEROUS PROBLEMS IT NEEDS A MUFFLER AND TAIL PIPE FRONT BRAKES AND CALIPERS AND POSSIBLY FRONT BRAKE HOSES ONE OR BOTH HAVE COLLAPSED WHEEL CYLINDERS IT HAS EXCESSIVE RUST THAT WOULD KEEP IT FROM PASSING WV. INSPECTION THER ARE LEAKS IN THE TRANSMISSION THERE ARENUMEROUS OIL LEAKS IN THE ENGINE THERE IS A COOLANT LEAK ANTIFREEZE IS- PRESENT ON THE UNDER SIDE OF THE ENGINE THE VACCUUM HOSE THAT CONTROLS THE HVAC VENT SYSTEM IS BROKEN THE VENT SYSTEM DOES’T WORK THE REAR SUSPENSION IS WEAK

I believe in the inherent goodness of people. Perhaps Dmitri was misled by his mechanic, or figured he could make a few bucks, or did not realize just how much he had overstated the condition of this vehicle. Maybe he never drove it? But a quick once over should have told him that the body had rusted apart and that the vents inside did not work and that everything was falling apart. And a drive to the gas station should have told him that the brakes did not work well and the van would not stop in a straight line. But he refuses to refund money (I am willing to let him keep $1000!) and does not admit wrongdoing!
